Judge Burgess has helped the judicial community as well as the civil community in many ways. He has been on many task forces including: Inter-Agency Task force for Gangs, Supreme Court Task Force on Permanency Planning, Koch Crime Commission – Task Group on Juvenile Justice, and Kansas Criminal Justice Coordinating Council-Juvenile Justice Task Force. Judge Burgess also has been on a number of committees: State of Kansas Court/Education/SRS Liaison Committee, Kansas Youth Authority, United States Coordinating Council on Juvenile Justice and Delinquency Prevention, Corporation for Change Advisory Committee on Family Courts, and Sedgwick County Juvenile Justice Advisory Committee.
His civil acolytes include being involved in the Kansas Special Olympics since 1978 where he has been World Games Coach (1991 & 1995), on the Summer Games Management Committee since 1981 (Chairman in 1984, 1985, 1990, 1991), and on the Board of Directors since 1984 (President 1987-1989). Judge Burgess has also served on the Board of Directors of the Communities in Schools, Inc., Project Freedom Family & Youth Coalition, and Young Entrepreneurs of Kansas-National Foundation for Teaching Entrepreneurship, Inc. Advisory Committee. Judge Burgess is also an adjunct professor at Wichita State University in the area of Administration of Criminal Justice.
